Haiti's appeal court overturns the Voltaire ordinance

The Port-au-Prince Court of Appeal overturned Judge Voltaire's ordinance for procedural irregularities and ordered a new, supplementary investigation under Judge Cyprien J. F. Denis Pierre — the third inquiry. Eleven months later it had produced no closing order, and no Haitian trial has ever been held.
