Haiti: Judge Voltaire's ordinance refers 51 people — including Martine Moïse

Haitian investigating judge Walther Wesser Voltaire issued his closing order referring 51 people to criminal court. Martine Moïse and ex-PM Claude Joseph were referred for complicity and criminal association; ex-police chief Léon Charles faced the most serious charges, including murder. The judge alleged Martine Moïse conspired so she could replace her husband — an allegation her camp rejects as unjust and political. This was an indictment, not a conviction, and it was overturned on appeal in October 2025.
