Turkey refuses to extradite Handal to Haiti

Istanbul's 37th High Criminal Court rejected Haiti's extradition request for Handal, citing torture and ill-treatment concerns, and ordered his release. After a failed deportation attempt, he was deported to Canada on August 3, 2022 — which is why he was free, years later, to be arrested by the FBI in Miami.
