Palacios is the first person charged by the United States

Mario Antonio Palacios, the only Delta Team member to escape Haiti, was arrested in Jamaica in October 2021. Deported toward Colombia, he agreed in Panama to travel voluntarily to the U.S. and made his first Miami appearance on January 4, 2022 — the first U.S. charge in the case. Rodolphe Jaar was arrested the same month in the Dominican Republic and also travelled voluntarily to the U.S.
